Progressive total-loss settlements
What Progressive publishes about valuing a totaled car, quoted from its own claims pages — and the rules your state applies to any insurer, whichever one you are with.
What Progressive says
“To determine the vehicle's value, and in accordance with any applicable state laws, we review the mileage, options, and condition of your vehicle against the current values of comparable vehicles.”

“You have the option to retain your vehicle salvage or transfer the title to us once we pay your claim.”

What else Progressive publishes
Quoted from its own claims pages, with the day each was read. These are the points where carriers differ from one another in writing — how long a rental lasts, what happens if you keep the car, who the check is made out to.
“If you're a Progressive policyholder, and you have rental coverage on your policy, we cover the cost of a rental vehicle for up to three days (after we let you know the value of your vehicle).”

“We need to complete an inspection of your vehicle before we can determine the value and whether it's a total loss.”

What that page doesn’t cover
As of Sep 6, 2026, Progressive’s published total-loss page does not address sales tax and fees, how to dispute the valuation or the valuation vendor.
That is not a criticism, and it is not unusual — every carrier we looked at is silent on most of the same points, and a claims page is not a policy document or a summary of state law. It matters only because those are three of the things most likely to be worth money on your settlement, and you will not find them there. You will find them below.
What your state requires, of any insurer
These rules bind Progressive the same as everyone else. They are the part of the settlement that does not depend on which company you are with, and they are where a low offer is most often arguable.
- Sales tax, title and fees, state by state
Whether tax is owed at all, and whether it waits until you replace the car. The most commonly missing line on a settlement.
- How long Progressive has to respond, in your state
Acknowledge, decide and pay, with the day type each period is counted in.
- Your state’s full rule row
All twelve fields, each quoted from the regulation it cites.
If the offer looks low
Ask for the valuation report itself rather than the offer letter, then check three things: where the comparable vehicles came from, whether every deduction has something behind it, and whether there is a sales tax line at all. Those are the same three checks regardless of carrier.
The guides on comparable vehicles, condition adjustments and writing a counteroffer go through each in turn.
Sources and last checked
Every quotation above is verbatim from Progressive’s own pages, linked at the point it appears and dated when we read it. We have no relationship with Progressive and are not paid by any insurer. State rules are rendered from ClaimMath’s ledger and carry their own citations — see how we verify.
